Can be either for an existing issue or a new one with an intent of giving a grant to the issue.

If the url query string has ?n-grant-an-issue=1 then it means the user has clicked the give a reward to issue button in the issues list page. We should automatically fill the comment box with the reward template. Check this comment for the template I used: #8

Even though the query string doesn't exist, we need to populate the comment toolbox with the put template button, which can be used when creating a new issue.
