Show Governance for the selected wallet accounts

Show Governance dashboard for single-shard wallets (WOW, WalletConnect, Single Polkadot vault)
Show Governance dashboard multishard wallets (Polkadot Vault, Multishard Polkadot Vault) - votes should be aggregated for all account (shards) from the selected wallet.
