EM - query and display fish ticket number to the provider

A fish ticket number is required to report the discard data to the VAS. If an EM logbook is submitted without the fish ticket number, the data should be accepted.
If a trip is accepted then a “Temp fish ticket” number will be needed. We should look up the ticket number via the app and make a recommendation to the provider. the app should query the pacfin comprehensive_ft table and return the fish ticket and display to the provider.

if a fish ticket is provided by the 3rd party provider, the fish ticket should be compared against pacfin to ensure it matches. If it does not match, then the app should query and display the fish ticket number.

before submitting IFQ data - check the validity of existing fish ticket data. If it's fine, leave it alone, if it's outdated or missing, replace with best info from fish tickets.
