Limit access for provider roles in Obs-web

Limit access for provider roles in obsweb when a user logs into the app. They should only be able to view EM related modules and pages after login. I think think there is going to be a difference between EM providers and Observer Providers. WE need to consider creating a separate role so we can distinguish between the two.
