Reconcile differences between Student Permissions and Chat Permissions #397

Classes have Student Permissions in their details page, which opens within the details page and lets admins edit permissions via sliders and toggles. Students can see, but not edit, these permissions.

Chats have Chat Permissions, which opens as its own page, and lets teachers assign various event permissions to users, moderators, or admins.

Functionally and visually, the two features are very different. Should the Student Permissions version be copied and used in chats as well as spaces? Or vice versa? And which permissions should remain editable by admins?
