Describe requirements

Implement a deep link logic / framework so users can click on a waypoint in the list element of Tactical Dashboard and be taken to that feature in Experience Builder for editing. NOTE: The HTML formatting can be a little tricky to encode based on our experience with Web AppBuilder.
