Lock study capability

The capacity to lock down studies once they are completed needs to be added to OCCAMS. For example, once a study is done and the data QC complete, the data should be viewable through the web, but no longer editable. Users may want to be able to do this on a per study/visit/form basis if the locking down process is incremental. Also need to consider what to do if a form applies to more than one study, but is only being asked to be locked for one study.
