Create ability to archive a patient and all associated data

The are times when all data for a patient needs to be hidden retrospectively, say when they were accidentally enrolled in an incorrect or request their data be removed. Since this data may be important for reproducing retrospective analyses, we need functionality that basically tells OCCAMS that if the patient is "archived," that is do not show them in any of the data views or in data export.
