Installation error

I try to install a package that uses this package (Telethon), but again and again I have the following installation error.

Technical specifications:
Windows 10
Python 3.9

Install it in the virtual environment,

Why was it missing in the virtual environment?
And how can I make it not be missing, in the following environments?
