Limiting permissions to show the importer and exporter link in the sidebar can be inadequate, and should ideally be using CanCan rules.

Work to allow limiting importers and exporters to the user who created them should ideally be a configurable ability in Bulkrax via CanCan rules. See the following pull request's discussion for additional details.
