GPL-782 New database for Events WH uat

Current event wh database is a snapshot of production done every weekend.
Ideally we would want to have another event warehouse database in uat that is not reset every weekend.

The events_warehouse_staging database on the same server as the Sequencescape UAT database originally fulfilled this role. I don't know why it was changed.
