brainstorming about the ms

@karthik @cboettig got this started last year, but haven't really touched it.

I think the idea here is: a paper looking back at the lessons we've learned about connecting researchers/scientists with data/data providers. The broad structure and details are still up in the air. Lessons learned i imagine pairs nicely with best practices, and perhaps a hard problems that need more attention section would fit in as well?
