I wrote a collection of utilities for dealing with wallpapers on Linux, for a variety of window managers. It works under both Wayland and X.

One idea could be to depend on these utilities on Linux, then file any issues here:

For the tests I have done, the monitor utilities works, but better support for tiling/stretch/fill could be added.

GNOME timed wallpapers are also supported.
