dev webpage stand-in

• develop & preview changes in local repo using npm start
• commit changes in risk-map repo, pull/merge & push to origin/master
• run npm run-script stage to write bundles
• copy risk-map/scripts folder to dev-riskmap.fl/scripts
  • Optional: copy risk-map/index.html &/or risk-map/assets if there changes are made in these files
• commit changes from local dev-riskmap.fl repo & push to origin/master
• changes will be updated at https://stl-florida.github.io/dev-riskmap.fl/
  • may take a few minutes
  • clear cache for changes to /assets files if required
