why didn't the chrono extension get added as part of the Darwin Core standard? #73

Look at the processing script to figure out why the chrono extension didn't get added as a part of the Darwin Core standard in the standards-parts.csv file. I had to add it manually (see 92d4a0d). Oddly, the chrono vocabulary version got added to the last version of the Darwin Core standard in https://github.com/tdwg/rs.tdwg.org/blob/master/standards-versions/standards-versions-parts.csv

The added metadata are in the repo now, and will get picked up in the machine-readable data when the next release happens.
