Topic cmdexe topic not working

I followed step-by-step guide. Everything worked fine until steps to send commands to /*/*/cmdexe. The commands could not get through to CB and the commandstatus keeps in pending status. I can not find anything relevant in IoT Agent log.

What could be the possible cause?
