Fix broken links in documentation

Currently the Perseo Documentation has 3 dead links

This is the reason I commented out the Travis CI step.

This issue is about solving these dead links, then enable that step at Travis CI.

Not sure... I think the broken links are still there.

@cblanco @fgalan @AlvaroVega - I can confirm that the references to DCA have still not been fixed and refer to a dead/inaccessible link.

I was wondering if this could be fixed as part of #330 ?

At the moment all the references to DCA refer to something the user does not know about and cannot access more info (without a telefonica? account) - this leaves the documentation incomplete and difficult to understand.

If someone could add some text about what DCA actually is, then maybe those dead links could be deleted - I haven't a clue here.My search engine suggests the California Department of Consumer Affairs - which I'm guessing is incorrect. 😃

PR #330 is big a complex... maybe it's better to merge it first, then fix dead links (just thinking aloud)
