Right now, all of our scries and pokes check that the ship owner is performing moves. If we instead create an admin whitelist and just check that the ship is a member of the list, we can allow users to play from any whitelisted ship as if they're playing from their own ship (e.g. play as ~finmep-lanteb from ~rinsed-dishes-finmep-lanteb by scrying move data from and sending pokes to ~finmep-lanteb).
