Share-links, Read-only access from SFTP

SFTP/WebDavs access to read-only share-links and Frozen Archives.
This option has been requested by many users to improve accessability to data stored on MiGrid.

Thanks for the feature request. We are aware that it is something regularly requested and will try to prioritize the task with our available development resources.

We have a basic design for a general solution to implement these features and it should allow us to provide read-only access through SFTP, FTPS and WebDAVS to such datasets, without massive service changes to enforce the write protection.
