Add mitigation of "send an empty buffer if user says no"

When a user says "No" to a permission prompt, e.g. for camera or mic, it may be helpful to return an empty buffer or random noise so that the website has to still function as opposed to entirely block access.

This should be added as guidance in the questionnaire.
