This PR updates ROBOT to version 1.9.6.
I have added a stub for ODK 1.6 release notes, so I dont have to do this on masse during the 1.6 release. In ROBOT, we keep adding to this section of the unreleased software with each PR, and I think I want to start doing the same here if you dont mind (its difficult to create a good changelog after a year of fixes).
