upgrade prettier and prettier-plugin-svelte to latest versions
i'm doing this before my next pr to reduce scope
*note 1: i removed normal package-lock because it doesn't make sense to have two lockfiles
*note 2: this might be blocked by sveltejs/prettier-plugin-svelte#400 but i don't think it's a big problem
