This PR upgrades our tower_version to v24.1.1. This will introduce a change which prevents compute environments from failing to be created.

This PR upgrades our
proddeployment tov24.1.1. This is being done now so that we can take advantage of some bug fixes that Seqera has provided which should solve problems we have been having with creating compute environments.
