The forecast hour that katana utilizes is the 00 forecast hour. However, SMRF utilizes the 01 forecast hour because there is no precipitation in the 00 hour. To make katana for flexible and expandable, the forecast hour should be similar to SMRF in that a user can specify which hour to use.
