Make it easier to run Openverse from an offline media

Description

This PR makes Openverse easier to install from an offline media. It includes the following changes

1. recipes to dump non-Openverse images to .tar.gz files that can be loaded on the destination

Testing Instructions

For change no. 1

• Run just docker/save. See that a bunch of images have been placed in the docker/images/ directory.
• Delete all the images that were dumped.
• Run just docker/load. See that all the images have come back.

@krysal it's moving pretty slowly. I'd like to keep it open for a couple more weeks, if that's okay.
