Adafruit Feather RP2040 Scorpio, Adafruit ItsyBitsy RP2040, Pimoroni Plasma 2040 and Pimoroni Plasma Stick 2040 W have a built-in 3.3v to 5v level shifter.

This PR allows their firmware to be automatically built upon release (tagged commit) using Github Action. The firmware uses the LED output via a dedicated built-in 3.3V to 5V level shifter and must be configured for specific boards GPIO.
