GitHub has a button to show an outline in a sidebar. Our ToC needs a click to expand as well. Looks like we can give the GitHub feature a try.
The list looks less busy without them. It should hopefully be very easy to discover the source in the packages directory.
Both have been fully rolled into MANUAL.md
