feat: Update the Accelerated Networking tutorial to use Terraform

Description

Update the Accelerated Networking tutorial to use LXD with Terraform to simplify the infrastructure deployment.

Also reworks the tutorial to refer to the Mastering tutorial to create an end-to-end setup that can run the simulation.
