Updates the module to work with the latest version of Terraform and CloudPosse tooling

While this module is used by the deprecated root-iam root module, it is useful to have it updated so that deprecated component can still be used to manage existing AWS resources, until they can be fully purged as part of a final migration away from the old reference architecture.
