  1. Conditionally enable Log Analytics for VMs 

    Enables Log Analytics for VMs (which will install the OMS agent), if the
templates are supplied with Log Analytics ID and Key.

  2. Ensure script run after OMSExtension installation 

    Since our additions to the scripts need to place things in the
directories created by the OMS Agent we need that to happen first.
