Stable MySQL DB not required

I'm creating a release here before I make some major breaking changes and require a MySQL DB for the bot to work

Region checking & Environment Variables

Code is now in use in the https://turntable.fm/i_the_80s room. The video region checking is live, although there is one documented bug with it, and the secrets and command switch config have been moved into environment variables
