This PR will migrate kubernetes/sig-release prowjobs to eks-prow-build-cluster.

Ref: #29722

@ArkaSaha30: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

  • key kubernetes-builds.yaml using file config/jobs/kubernetes/sig-release/kubernetes-builds.yaml
  • key 1.24.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.24.yaml

In response to this:

This PR will migrate kubernetes/sig-release prowjobs to eks-prow-build-cluster.
