migrate kube-batch jobs to community cluster #30753

This PR moves the kube-batch jobs from the GCP cluster to the community owned EKS cluster.

Ref: #29722

Hi @liangyuanpeng. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

I know that kube-batch has been archived so not sure if we should migrate this?

I know that kube-batch has been archived so not sure if we should migrate this?

Ohh, So maybe we should delete the config of kube-batch? Do archived projects still need CI?

I was told that if a project was archived, we should actually delete this job. Do you want to take that on @liangyuanpeng?
