This PR moves sig-windows jobs to the community owned cluster.

@rjsadow None of those jobs are eligible to migration. The credentials used are not present in the community cluster.

Is there a plan to move the remaining default cluster secrets to k8s-infra-prow-build? Similar to #27861.

Is there a plan to move the remaining default cluster secrets to k8s-infra-prow-build? Similar to #27861.

There are no clear plans currently. Some prowjobs will go away with the default cluster. I plan to discuss this during KubeCon with the other TLs. In the mean time, Let continue to move those not tied to external assets.
