Installing a JWT instance is effectively unsupported/broken at this point, so we shouldn't even allow it. Let's make it so we don't show it in the UI as an option to install in:

  • /jira setup flow
  • /jira instance install autocomplete

And remove any functionality regarding installing a JWT instance
