WIP, not ready for review. This PR starts implementing the following proposal prometheus/proposals#32.
So far I’ve just started working on the OM parser, by enabling the parsing of a simple native histogram. When finished with the parser, next is the OM exposition and then obviously the implementation of native histograms generation/writing logic.
