Fix link in CONTRIBUTING.md

It previously referenced a file in the main fuchsia repository that doesn't exist here. The referenced file in the fuchsia repo also contains fuchsia-specific instructions that aren't relevant for shac, so instead I chose to link to the generic Gerrit docs.
