install_packages

• Installs Docker
• Installs VS Code w/extensions

rootless_docker

• Adds a docker group and adds the current user to that group. Docker commands no longer require sudo. Allows use of the VS Code Docker extension without running VS Code as root.

install_elixir

• Installs Erlang, Elixir, and Phoenix (fixed version, bump inside script if you want)
