This PR will...

Improve playlist alignment based on discontinuity sequence change

Why is this Pull Request needed?

alignDiscontinuities did not always align on discontinuity sequence change between two different parsed playlists (LevelDetails) as it should (as pointed out in #4416).

Are there any points in the code the reviewer needs to double check?

This removes the need for the lastFrag argument in alignStream. I'll address cleanup in base-stream-controller in another PR.
