jsonschema<4.18 is required by pystac (stac-utils/pystac#1214)

Looks fantastic, thanks @emmaai!

Will merging this PR roll this change out to the default DEA Sandbox servers? If so, we should probably post about this on Teams so all the project teams are ready for the change

merge will only produce latest, tag release will.
