Instead of opening a new PR, can't we just re-open the previous one?

The old PR already had context and reviews going on, opening new PRs seems quite unneeded.

Sorry I made a mistake by closing the PR and deleting the next branch. So, I am unable to reopen the original PR.I have to submit a new PR.
